About Course

Africa’s development is shaped by multiple overlapping agendas across governance levels. To ensure coherent and impactful delivery of The Africa We Want, this course empowers participants to integrate and execute these Development Plans effectively.

The course is structured in two parts:
Modules 1.1 to 1.3 focus on Integration of Development Plans, ensuring alignment of commitments, governance structures, and shared priorities.
Modules 2.1 to 2.3 focus on Execution of Development Plans, addressing budgets, delivery mechanisms, and reporting frameworks.

Through practical tools, peer learning, and applied exercises, participants will strengthen their capabilities to support the domestication and joint implementation of Agenda 2063 STYIP and the SDGs.

Learning Outcomes:

Participants will gain:

  • Skills in mapping and aligning development plans.
  • Knowledge of governance structures from local to global.
  • Application of the SDG Diagnostics Tool for integration assessment.
  • Capacity to use Indicator-Based Performance Reviews (IPR).
  • Expertise in budget tagging and harmonized reporting.

Prerequisites:

Basic understanding of national development planning and knowledge of Agenda 2063 and the SDGs.

Module 1.1

Dealing with Commitments to Multiple Development Plans

Map commitments across various agendas (Agenda 2063, SDGs, national visions, RECs), review current practices, explore emerging approaches, and define best practices for harmonization.

Module 1.2

Fostering Greater Integration of Development Plans

Integrate development plans across governance levels using the SDG Diagnostics Tool with practical cases on local-national-regional alignment.

Module 1.3

Governance of Development Agendas Across Levels – Local to Global

Analyze governance structures at all levels. Assess fragmentation and coherence, explore mandates, and propose models for improving decision-making and coordination across local, national, regional, continental, and global levels.

Module 2.1

Shared Development Results and Negotiating Priorities

Build shared priorities using Indicator-Based Performance Reviews (IPR) and design unified IPRs with sections for all governance levels.

Module 2.2

Delivery Mechanisms and Budget Alignment

Link Development Plans to budgets, track allocations, apply budget tagging, and design multi-level budgets integrating priorities.

Reporting Arrangements and Accountability

Structure comprehensive reporting systems with integrated sections covering all governance levels. Apply tools for harmonized reporting and accountability.

Teaching Methods:

  • Expert-led presentations.
  • Practical application of tools (SDG Diagnostics, IPR, Budget Tagging).
  • Group simulations and case studies.
  • Peer exchange and structured discussions. 

Assessment Methods:

  • Group presentations of integrated development plan solutions.
  • Exercises in governance mapping and plan harmonization.
  • Final practical application on participant contexts.

Certification:

Participants who complete the course will receive an Agenda 2063 Academy Certificate of Completion.

Delivered by leading experts from AUC, UNDP, AfDB, APRM, and RECs, with deep experience in development planning, governance, and finance.
