 Course Overview:

Domestication is the process of translating Agenda 2063 from a continental vision into real-world results at continental, regional, national, and local levels. The African Union Executive Council and Assembly decisions mandate the joint implementation of Agenda 2063 and the SDGs.

This course equips participants with practical skills and strategies to systematically domesticate the Second Ten-Year Implementation Plan (STYIP) alongside the SDGs, leveraging:

  • 7 Moonshots (Transformation Targets)
  • 3 Pathways (Continental Frameworks, RECs, Development Plans)
  • 10 Enablers (Knowledge, Finance, Political Will, Governance, etc.)

 Participants will explore:

  • 3 Stages of Domestication – Deepening Awareness, Orienting to Moonshots, and Policy Support
  • 3 Phases of Domestication Support – Preparation, Engagement, and Follow-Up

 Course Objectives:

By the end of this course, participants will:

  • Understand domestication as an enabler of Agenda 2063.
  • Apply lessons from FTYIP Domestication, MAPS and MAF to guide domestication efforts.
  • Learn to monitor and report domestication progress using standardized tools.
  • Develop structured support mechanisms for domestication missions.

MAPS Lessons for Domestication

Analyze lessons from MAPS (Mainstreaming, Acceleration, and Policy Support) and apply them to Agenda 2063 domestication.

Module 3

Managing Domestication Support

Plan and coordinate domestication support missions through Preparation, Engagement, and Follow-Up.

Module 4

Lessons from Domestication Missions of the FTYIP

Identify challenges, best practices, and policy gaps from the First Ten-Year Implementation Plan (FTYIP) domestication missions.

Module 5

Tracking Domestication: Development Results, Investment Choices, and Decision-Making

Use the Domestication Score, Core Indicator Handbook, and budgeting tools to measure progress.

Module 6

Knowledge Activation, Communication, and Partnerships

Learn to activate knowledge through Curate – Share – Apply, mobilize partnerships, and promote STYIP Communication and Branding Strategies.

 Domestication Framework in Practice:

3 Stages of Domestication

  1. Deepen Awareness → Build understanding and commitment across society.
  2. Orient to Moonshots → Align national and regional plans with STYIP priorities.
  3. Policy Support → Ensure policies and financing mechanisms are in place for implementation.

 3 Phases of Domestication Support

  1. Preparation → Country profiling, readiness assessments, stakeholder mapping.
  2. Engagement → High-level advocacy, technical workshops, roadmap development.
  3. Follow-up → Monitoring, reporting, capacity development, knowledge exchange.

 Teaching Methods:

  • Case studies (MAPS, MAF, domestication missions).
  • Group simulations (stakeholder mapping, mission design).
  • Tool application exercises (tracking, reporting, scoring).
  • Peer learning and dialogue.

 Assessment Methods:

  • Design of a domestication support plan.
  • Group presentations of domestication insights and action plans.
  • Domestication Score application exercise.
  • Final presentation of country/local authority/REC-specific domestication roadmaps.

 Certification:

🎓 Participants who complete the course will receive an Agenda 2063 Academy Certificate of Completion.

MODULE 1: UNDERSTANDING DOMESTICATION
UNDERSTANDING DOMESTICATION- COHERENT DELIVERY OF AGENDA 2063 STYIP Purpose of This Module: Domestication is the process of ensuring that Agenda 2063 STYIP and other development agendas are not just adopted but fully implemented across all levels of governance—local, national, regional, and continental. This module provides a structured understanding of domestication, highlighting:  Why domestication matters for Africa’s transformation.  The Theory of Change—how Moonshots, Pathways, and Enablers drive results.  How domestication integrates the SDGs and other development agendas.  The 3 Stages of Domestication (Deepen Awareness, Orient to Moonshot Thinking, Policy Support).  The 3 Phases of Domestication Support (Prepare, Engage, Follow-up).

Module 2: MAPS Lessons for Domestication of Agenda 2063 STYIP
Purpose: This module introduces the MAPS (Mainstreaming, Acceleration, and Policy Support) approach and its relevance to domestication. It draws direct parallels to the 3 Stages of Domestication and the 3 Phases of Support, providing participants with additional perspectives.

MODULE 3: MAF LESSONS FOR DOMESTICATION OF AGENDA 2063 STYIP
Purpose of This Module: This module introduces MAF as a structured approach to accelerate implementation by identifying and removing bottlenecks that hinder progress.

Module 5: Managing Domestication Support
Purpose: This module equips participants with the knowledge and tools to plan, deliver, and sustain effective domestication support to ensure the systematic alignment and execution of Agenda 2063 STYIP alongside the SDGs across all governance levels.

Module 6: Domestication Score – A Measurement Tool for Coherent Delivery
Purpose of This Module: This module introduces the Domestication Score as a structured tool for measuring how well Agenda 2063 STYIP is integrated and implemented at all governance levels. The score enables governments, RECs, and institutions to assess whether domestication efforts are on track, identify gaps, and adjust strategies accordingly.
